You can open the remote by working your two thumb nails into the crack.
Check that there is no dirt around any of the buttons, both the rubber pads and the circuit board.
Not that the rubber has a coating on it, so do not remove that.
The remote will work (power on) with the rubber part off.

May be the button is stuck within it's recess.

You can open the remote using your two thumb nails along the crack and look for dirt etc around the button.
Also look at the back of the rubber key pads.
